Delivered to the Committee on Harbors and Public Lands by Hon. Robert M. Morse Jr., this address written on behalf of Gerard C. Tobey defends his claim to the construction of the Cape Cod Canal. Pointing out the failures of Frederick Lockwood in the early 1880's, Morse shows why his client ought to undertake this public work. One of three copies is missing the cover.
