Rectangular form with an undulating flowering vine pattern worked in many shades of green, pink, beige, red and is on a green/brown field with in a navy blue/black border; bound with gray linen tape; worked on a pierced brown wool ground; handmade in chenille shirred method. I have never heard of the term shirred shined in your description. I would refer to it as pleated shirring. The flowers are chenille shirred.
