Group portrait, outdoors, of Governor Roger Wolcott, his Staff Generals Dalton, Carter, and Appleton, and Colonels Billings and Stevens on the front steps of the Massachusetts State House. Julie Wolcott, Cornelia Wolcott, Oliver Wolcott, and Mrs. Roger Wolcott are standing directly behind the Governor. Unidentified men and women are standing on the gallery, rooftop level, and terrace of the State House.
